SWNA Elections This Saturday

The Southwest Neighborhood Assembly (SWNA) will be holding its elections on Saturday from 10am - 3pm in front of the Waterfront Station Safeway.  All residents of Southwest in ZIP code 20024 who are 18 years of age or over are eligible to vote.  There's no absentee ballots, early voting, or advanced registration to vote. Positions on the ballot include President, Vice President, Treasurer, Secretary, Treasurer, and District Councils (1-4).  You can vote for up to two candidates for the District Council positions depending on where you live. District Council boundaries are as follows:
  • District 1: North of M Street, West of 4th Street
  • District 2: North of M Street, East of 4th Street
  • District 3: South of M Street, West of Delaware Avenue
  • District 4: South of M Street, East of Delaware Avenue

Is it possible to vote if we are not in town on Saturday, March 26? In other words, is there an absentee ballot or analagous voting method? Can voting take place in advance of March 26?

Is there any chance that the election will result in a new treasurer who will finally allow an audit? Even the editor of the Southwester resigned partly because there was staunch opposition to a SWNA audit. Keep in mind that the SWWRC has been defunded due to it's poor financial record and possible embezellment.

What is SWWRC? The voting process should be changed to allow absentee voting. Agreed, we have a fine candidate for Treasurer in Jo Chang. As far as electing people who stand up and shout and act stupid in meetings, don't overlook the ANC and the Safeway Serenade recently.

I propose the new SWNA officers take up the issue of some form of absentee voting or to have a weekday option---maybe a Wednesday and a Saturday? One might find those who work weekends are disproportionately lower income and/or minority, and that does none of us any good for them to be excluded from the process, even if innocently.

The statement made that the present elected SWNA treasurer is anything but honest is absolutely false and is a libelous statement. The present elected treasurer of SWNA has monthly and yearly written documentation to show all that the elected treasurer kept and keep outstanding correct financial records for SWNA using the latest state-of-art financial software. Their is a non elected individual that somehow is keeping SWNA's present check book and other financial papers and will not turn them in to the elected treasurer even after SWNA's present President has stated to him that he has to at formal SWNA Board meetings!!!! Audits have been made during the time the elected treasurer serve and are found sound and correct.

The elected treasurer of SWNA has been infamous for her neglect of the books. For long periods of time, bills would go unpaid, and board members had to beg her to pay in a more timely manner, and workarounds had to be found to get regular bills paid on time. The elected treasurer refused cooperation on a cursory mini audit that was done some years ago and all this past term has staunchly refused to have a full audit done on the books.
The current elected treasurer never answers any email since the address she gave to the board returns as a non working email and she refused to give any other working email. She had an unfortunate accident last year and was hospitalized and unable to function as treasurer. At that time a volunteer from the SWNA board stepped up and it took that person weeks to get the books in order.
The current treasurer of SWNA is inept at the job, and is only there because of the support of a friend who wants to keep track of everything that goes on at the board meetings.

Part of the reason that I publicly stated for resigning as editor of The Southwester was the fact that there was no financial accountability in the organization. The Southwester is the largest budget item for SWNA, and the books were always in shambles. The treasurer did not pay bills in a timely manner, forcing a strange arrangement to be made with a personal credit card to pay for printing of the paper.
The treasurer was vehemently opposed to an audit at every meeting, and could not answer event the very basic questions about the books and accounts from other board members.
The treasurer also had the very unfortunate habit, as indicated in the comment above, of telling all sorts of things from the meetings and regarding her impressions of the state of accounts to a friend who puts these "tattllings" in the form of unsubstantiated claims on her listserve.

Remarks to Anonymous Said: I would have preferred not to dignify this blog with a response but the accusations and insinuations it has printed are too serious to ignore.

As I was leaving the SWNA retreat on August 29, 2009, I fell and broke my hip, my right elbow, and my wrist. As a result of the break I had to have a hip replacement. More surgery was required to pin and wire my elbow. Surgery was required again in October to rebreak and reset my wrist and screw a plate on my radius bone to hold the bone together. During my hospitalization an individual without an accounting background and who was not elected by the community nominated himself to be assistant treasurer. When I returned in March I no longer had access to the financial records and the keys. The assistant treasurer would not return the records and the keys and continued to act as treasurer. The President continued to ask the acting treasurer for the treasurer’s report which was a copy of the bank statement, a manual summarized reconciliation of the bank statement, or a manual quarterly form of bank reconciliation. In one month, no report. No one ever criticized or complained. Everyone seemed happy with the status quo. The President asked him at the January meeting to return the records to me because I was the elected treasurer. He said he would but he wanted to make sure they were right. He made excuses whenever the President and I asked. The President asked him again at the February meeting to turn the records over to me. He refused. He said he was so busy that he hadn’t had time to check them and he refused to turn them over despite the comments and requests from the other Board members. I have not had access to the financial records since August 2009.

The president has said she wanted to get new blood. Considering the events and things that have occurred in connection with the election, there appears to have been a well thought out plan known only to the perpetrators and quietly put in motion several months prior to the election. This campaign included a smear campaign and this anonymous blog was the perfect tool.

The former editor of the Southwester states that he resigned partly because there was no financial accountability and the books were always in shambles. Not so. The books were up to date. The name of each contributor is listed in the ledger, not a summary showing 7 contributions totaling $2,535.00 for Scholarship as has been the case since August 2009. The Southwester received no payments for ads between January 19, 2010, and June 14, 2010, because no bills were sent out. The absence of income caused the Southwester to fall into the red. The ads some customers placed for one month ran continuously and when bills for multiple months were finally sent out 5 months later they were billed for ads they had not authorized. The past editor claims the bills were not paid and forced a strange arrangement with a personal credit card. The acting treasurer has the check book, and was making the payments, not me. It seems strange but a very longtime revered member offered to pay the Southwester bills with his personal credit card and the Board approved this offer. However, he gets points for his payments that pay for a free air trip and these are free points because SWNA reimburses him for each payment. He knows he will be reimbursed so there is no risk in making the payments. The friend to whom you refer I made tattlings is a past president of SWNA. Anything I might have told her she could have heard at a meeting but the president would not include her on the advisory board of past presidents.

A local CPA firm reviewed the financial records in 2006 and gave them a clean report. The CPA’s signed report was distributed to the Board. The Finance Committee reviewed the financial records in 2008. The assistant treasurer took over the Treasurer’s role in the latter part of 2009 and usurped it throughout 2010. The “defunding” is due to a decrease in contributions and income without a similar decrease in expenditures.

There are some strange things about this election. Article II – Membership of SWNA’s Bylaws states, “All persons 18 years or over, residing in the area of Southwest Washington north of the Anacostia River (herein referred to as Southwest) shall be entitled to vote for the District Representatives and Officers as provided herein.” Boards have always said that anyone over 18 who lives in Southwest is eligible to vote.



Article V. Section 4.c. Election Committee states, “All residents of Southwest shall be eligible to vote after verifying residency on a registration form on the day of the election. Some voters who actually live in Southwest were told they could not vote because they have maintained residence in another state. One man told me that he lives in Southwest and works in DC but he was not allowed to vote because he maintains a legal residence in Connecticut. Some people from a state to work in DC but maintain there out of state residence because they want to vote and DC does not have voting rights. Others were turned away for the same reason even though they live in Southwest. Some maintain there out of state residence because they are here temporarily and expect to return to their home.



People were asked to show driver’s licenses. Some had out of state licenses even though they lived in Southwest and paid D income taxes. Picture ID’s are generally accepted as legal ID.



According to the election committee there were approximately 334 votes. That seems hard believe. There were only a few voters during the first and fifth hour.



The election was conducted by the current president and the former vice president. This is the first time the officers have conducted the election. SWNA has always had the League of Women Voters (an independent group) come and conduct the entire election process.

Article V. Section 4.d. states, “ An independent organization shall supervise the registration and election, tally the ballots cast, and announce the results at the next General Meeting of the Assembly.” During the election process members and officers are not allowed by or behind the registration and balloting table. Neither are the officers and members allowed to tally the ballots. This has been SWNA’s procedure in the past and the procedure followed by most organizations. Nonetheless, the president and the former vice president performed the registration and the election process including the tallying of ballots. One organization invalidated the election results because some officers went into the tallying area before the counting started.

The above mentioned "former vice president" had resigned many months ago, and this person was the head of the nominations committee. The current president mentioned above did not conduct the election, but was there to help keep order and did a fine job amid the 'enthusiam' of some candidates and supporters.

The former vice president did not resign but was removed from office for missing more than three SWNA board meetings by the SWNA Board as where two other elected SWNA members and according to the by laws.

Residency in SW: Military personnel stationed in DC and residing in SW will never be able to vote in the SWNA elections if a driver's license is required and considered to mean out of state residency. Military personnel retain their home state residency regardless of the state in which they are stationed.

So independent group to conduct the elections and no military.

Although this was proposed in regard to the vice president by the board, it was never adopted, since the former vice president was givent the opportunity to formally resign. Meeting minutes will attest to this, as well as the board members present.

But the larger point is that the person who was there at the table on Saturday was no longer the vice president and had not been for months. The grapes seem to be getting sourer.

The candidates that did not win and their supporters are very happy that they took the time to run and or participate in the election of offices for SWNA Sat, Mar 26, 2011. They have defended themselves in regards to the untrue, and libelous statement made against them in this blog as well as missteps made in the election voting process. They have moved on to other rewarding endeavors and are oh so happy to do so.

Moving forward, I would like to challenge this new SWNA and relatively new ANC to come together and clarify their respective roles in the community. It seems to me that the ANC is getting involved in too many social welfare schemes that are worthwhile but better left to other groups, and should instead focus on zoning, traffic, and other District regulatory issues.

I'd like to see SWNA focus on helpin our rotten schools improve and find some win-win for the kids harassing the new Safeway. If that situation doesn't come under control, we are going to need to learn a new word, "wildings," this summer.

The setup of taskforces is designed to focus on any situation which is viewed as important to the community with an ad hoc type flexibility.

Sorry to be the hypocrite here, but these blog comment areas on STLQTC are becoming a monster --- especially with the anonymity available.

With congratulations and appreciation to SWill, STLQTC has become a primary source of SW information for not just residents, but also weekly workers, real estate seekers, media types, and developers.

The discourse has taken on a life of it's own in the comments section, and even local elected persons are posting (SWNA & ANC) --- which I think is awesome.

As a suggestion, I think it may be time to establish a online discussion board linked to SWTLQTC that could be more tightly controlled and require all posters to have handles with privately linked email addresses. This would also allow SWill to link user profiles to specific IP addresses (I don't believe blogspot allows this).

If $$$$ is required, I'm sure you could find people who read this blog who would be willing to pitch in some money to get it set up (myself included). I don't think you'd have any trouble finding volunteers to serve as moderators either.

Just a thought.
