People on food stamps shop at farmers' markets?

yes, they do. In fact, the HHS market is one of 3 freshfarm markets in the city (the other two are the white house one and the H St. one) that are doing a "double dollars" program. Food stamp recipients can swipe their EBT card and for a $10 charge, can get $20 worth of tokens to spend on food at the market.
